501(c)(3) determination

Global Donors Foundation has filed IRS Form 1023 and is awaiting 501(c)(3) determination.

We believe in transparency about where we are — not where we hope to be. This page will be updated when determination is received, and donors will be notified by email when any donor-facing status changes.

Executive Director

GDF's operations in the Philippines are led by its Executive Director, who lives in-country and conducts NGO partner site visits in person.

How We Operate

Foreign grant oversight

As a US nonprofit planning international grants, GDF uses foreign grant oversight practices for every international grant. The working standard is documented before grant work begins and stays evidence-driven as GDF's public-charity posture is finalized.

What this means in practice:

  • Every grantee is reviewed before any grant is approved
  • Every grant has a written agreement specifying how funds will be used
  • Our Executive Director verifies in person that grant funds are used for their intended purpose
  • GDF maintains grant records, grantee reports, and public-charity reporting support
  • If a grantee misuses funds, GDF takes corrective action and documents the response

This standard applies to every grant GDF makes — not just large ones, not just flagship projects. Every grant, every NGO, every time.

OFAC Compliance

GDF screens every NGO grantee and associated individual against the US Treasury Department's OFAC Specially Designated Nationals list before any grant is disbursed. This is a legal requirement for US organizations making international transfers and a baseline compliance practice for responsible grant-making.

State Charitable Solicitation

GDF complies with state charitable solicitation registration requirements in all states where it solicits donations. Registration status by state is maintained internally and available on request.

Donor Privacy

GDF collects only the information necessary to process donations and comply with tax reporting requirements. We do not sell, share, or trade donor information. Donors may request anonymity on any public recognition surface while GDF retains identity internally for compliance purposes.

Financial Reporting

GDF is in its first fiscal year. Financial reports, including IRS Form 990 after the first filing period, will be published here as they become available.

What we commit to publishing:

  • Annual audited financial statements
  • IRS Form 990, publicly available after filing
  • Grant-by-grant reporting showing which NGOs received funds, in what amounts, and for what purpose
  • Annual impact summaries connecting grants to verified outcomes

We will not publish vague aggregate numbers. When GDF reports impact, every number traces back to a specific grant, a specific NGO, and a specific compliance file.
